Fifth Tus-Innovation Forum and Global Science Park Leaders Roundtable Meeting was unveiled yesterday in Xi’an. The theme of the forum is “Development of science parks and urbanization”, and the domestic and foreign science park leaders gathered together to discuss the patterns and trends of new urbanization and global technological innovation and development. Today, innovation has become an important economic driving force, and science parks, as an optimal innovation and entrepreneurship habitat for enterprises and research institutions in the global knowledge economy, not only carries the important mission of promoting technological innovation, speeding up knowledge transfer and accelerating economic development”, but also an important source of regional and urban economic development and competitiveness.
It has been put forward at the Eighteenth National Congress of the Communist Party of China that “We should keep to the Chinese-style path of carrying out industrialization in a new way and advancing IT application, urbanization and agricultural modernization”, and stressed that “Urbanization has the greatest potential for boosting China’s domestic demand and is the ever lasting internal force driving China’s economic growth”, so it has become the focus of attention of the parties that how science parks achieve transformation and upgrading to adapt to the new situation and give full play to their great value in the process of “new-style urbanization”.
In the opening ceremony, Zhang Jing’an, Chairman of the China High-tech Industrial Development Zone Association, expressed his views as follows: New-style urbanization is bringing economic restructuring, demographic structure adjustment and optimization of the layout of urban functions, and will advance from “quantity” in the past to “quality” in the future. In the process, the science parks will play an important role in industrial agglomeration, population gathering and even construction of new industrial towns. Traditional science parks just exist for industry, and ignore transportation, residential and recreational facilities as well as other supporting facilities, so they can not achieve population gathering. A future science park should be a science and technology park complex which is based on attraction of highly qualified talents and featured by industrial development, import of innovative clusters and complete living facilities.
Based on the perspective of current global economic integration, the forum also invited a number of industry leaders and held the global science park leaders roundtable on how to promote sustainable development of the science parks around the world through cooperation and innovation. The leaders from International Association of Science Parks (IASP), China High-tech Industrial Development Zone Association, UK Manchester Science Park, Moscow State University Science Park, New Zealand Icehouse Incubator, Zhongguancun Science Park Administrative Committee, BUAA Science Park and other parks at home and abroad expressed their views on the development trends of science parks.
In the roundtable, Louis, Director-general of IASP (International Association of Science Parks and Innovation Areas), brought forward that from the perspective of the development status of the global science parks, new development trends of science parks were emerging, and “science parks have gone through the first-generation technology industrial parks which come into being spontaneously around universities and research institutes and aim to accelerate transfer of research results and technologies and the second-generation science parks which adopt overall planning, highlight innovation and incubation and emphasize close integration of technology with industry. A new development model for science parks which is based on knowledge and ecological concepts and led by talents, takes creativity as the core, lays emphasis on integration of community with city and highlights network innovation is taking shape.”

It is learned that Tsinghua University Science Park, as the first class A national university science park in China, not only provides development space for incubation of start-up enterprises, R & D of new high-tech enterprises, training of innovative personnel and transformation of scientific and technological achievements, but also provide innovative value-added services and help enterprises to establish multi-channel contact with government, universities and social resources. Currently, Tsinghua University Science Park model has been extended to the whole country, and a nationwide network platform of TusPark has been built, which helps to enhance regional innovation capacity and promote regional economic and technological development.
New-style urbanization, as the main theme of national development in the next five to ten years or even longer, shoulders the dual task of industrial upgrading and urban development; however, the building of science parks, which function as a carrier promoting the construction of new-style urbanization, is also crucial. The convening of the Tus-Innovation Forum and Global Science Park Leaders Roundtable will help China’s science parks to make clear the future development direction from the global perspective and in combination with China’s new-style urbanization trends.
