Tus-Holdings Innovation Institute of Tsinghua University released 2014 Ranking List of China City Innovation and Entrepreneurial Environment Print

On August 28th, on the opening ceremony of the 6th Tus-Holdings Innovation Forum and the 2nd Leaders of Global Science Parks Roundtable Meeting, “2014 Ranking List of China City Innovation and Entrepreneurial Environment” was jointly announced by the former Secretary of Tsinghua University Party Committee He Meiying, the Inspector from Department of Policies and Laws, Ministry of Science and Technology Li Xinnan, the Deputy Director of Department of Science & Technology, Ministry of Education Lou Jing, the President of Tsinghua Holdings Co., Ltd. Xu Jinghong, the Project Specialist of UNESCO Yoslan Nur and the President of Thailand National Science Park Jane Crius. Shenzhen, ranking first in six items out of eight individual indexes, continued to hold the title this year, and the second to tenth ranks are respectively Guangzhou, Hangzhou, Wuhan, Chengdu, Suzhou, Xi'an, Nanjing, Dalian and Ningbo.  


 

As the experiences of developed countries show, the flourish of small and medium enterprises is one of the most fundamental prerequisite for the national prosperity. For many years, Chinese government has been striving to create an entrepreneurial environment for the small and medium high-tech enterprises, and has made considerable progress. However, it should also be noted that, due to the imbalance in regional economic development, and the difference among people’s perspective and understanding of issues, such as how to effectively support the growth of small and medium enterprises, etc., great disparities still exist in the innovation and entrepreneurial environment among cities in our country. In China, where the entrepreneurial environment is better? And for the startup of small and medium high-tech enterprises, where will be relatively easier? To answer this question, Tus-Holdings Innovation Institute of Tsinghua University has released "China Urban Innovation and Entrepreneurship Environmental Assessment Report" for four consecutive years, and has accordingly issued "Chinese Urban Innovation and Entrepreneurial Environment Ranking” for four consecutive years since 2011. "


 “Chinese Urban Innovation and Entrepreneurial Environment Ranking” is based on the two decades’ innovative service experiences of TusPark, taking the eight new elements “government, industry, university, research, finance, intermediaries, trade and media” as the principal evaluation indexes. On this basis, Tus-Holdings Innovation Research Institute of Tsinghua University solicited the opinions widely from over 30 experts of different fields from domestic and foreign universities, research institutions, parks and government departments, etc., including 13 international experts, and 17 domestic experts. The formation of the regional innovation and entrepreneurship environment is the result of full gathering, organic combination and full interaction of various innovative elements. As an authoritative list focused on the regional innovation and entrepreneurship soft environment, “Chinese Urban Innovation and Entrepreneurial Environment Ranking” is of great significance to objectively reflecting the real construction condition of innovation and entrepreneurial environment in our country, instructing the local government to promote scientific and technological innovation, as well as enterprise investment and personal (team) entrepreneurship etc. After the report was released every year, it had caused widespread concerns from all the sectors of the society, which had been in-depth reported successively by nearly a hundred national and local media, such as Guangming Daily, Economic Daily, Science and Technology Daily, Chinese Science News, Xinhua News Agency, People.com.cn, Guangming Online, Sina.com and so on.


In 2014, “Chinese Urban Innovation and Entrepreneurial Environment Ranking” was carried out centering on the eight principal indexes “government support, industry development, talent environment, research and development environment, financial support, agency service, market environment, innovation nobility, etc.” corresponding to the eight innovative elements of TusPark innovation element theory and also an indexation reflection of TusPark’s innovative elements of “congregation, polymerization, focalization and achievement”. In order to reflect the impact factors of the current innovation environment more accurately, and improve the accuracy and completeness of the statistics, the new index system in 2014 made some adjustments on the third-tier indexes, counted the 154 cities above district level each with GDP over 120 billion in the mainland China (excluding municipalities), systematically analyzed the top 10 cities, and deeply analyzed the hot issues that affected the city innovation and entrepreneurship environment of China centering on the 6 special subject- technology service, science park, innovation internationalization, smart city and green city.
