On the morning of November 27, 2015, Mongolian President Tsakhia Elbegdorj met Herbert Chen (COO of Tus-Holdings Co., Ltd.) and some foreign experts who were attending the Science Technology Innovation Ecosystem - the First International Symposium at the Government House of Mongolia.

Mr. President listened to the opinions and suggestions given by foreign experts on the construction of hard and soft environments of Mongolian Higher Education Mega Center, the incubation and growth of small and medium-sized technology-based enterprises and the way to utilize the Mongolian resource superiority to combine the successful experience in global science parks and special economic zones with Mongolia's actual situation.

Herbert Chen, COO of Tus-Holdings Co., Ltd., briefly introduced the development level and efficiency of the science parks in China and in the world and the position and contribution of Tus-Holdings in the development and technology innovation service industry of the science parks in China and in the world, and gave his own opinions on how Mongolia should implement good ideas as soon as possible. The speech of Herbert Chen left a deep impression on Mr. President and the accompanying Mongolian government officials.

Mr. President has pointed out that China and many developing countries in the world have accumulated very rich experience in the development process of special economic zones and science parks. He hopes that the experts can come to Mongolia as often as possible in the future to help Mongolia establish a national innovation system powered by science parks and special economic zones as soon as possible.

The Mongolian government is planning to build a 30km2 modern higher education mega center, which is 130 kilometers to the east of Ulan Bator. The Mongolian government thinks that this is a major measure for Mongolian transformation and development and hopes to fully refer to the experience and lessons accumulated by various countries in the world when establishing special economic zones and science parks, which should be one of the important reasons that Mr. President holds the symposium and asks for the opinions of experts.

During the symposium, Herbert Chen, COO of Tus-Holdings Co., Ltd., also met Mr. Baatar OCHIRBAT, president of Mongolian University of Science and Technology (MUST). Not long ago, the president of MUST affirmed the preliminary achievements obtained by TusHoldings delegation after visiting MUST and exchanged views on the further implementation of training by Tus-Holdings for MUST and the establishment of the joint high-tech enterprise incubator in MUST. Both parities have agreed to maintain close contact and ask for the support from the Chinese government, the Mongolian government, the Asian Development Bank and other resources, so as to promote the specific implementation of each cooperation intention.
