Active response to national innovative development strategy to focus on science and technology service for over 20 years 

On May 30, 2016, National Scientific and Technological Innovation Conference, Conferences for Academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering and the 9th National Congress of China Association for Science and Technology were grandly held in the Great Hall of the People to jointly discuss the major program of national technological innovation and sound the bugle of building world technology power. At the historical node, Tus-Holdings Co., Ltd. (hereinafter referred to as “TusHoldings”) arduously advancing for 22 years became the first one hundred billion-level technology service enterprise with total assets surpassing the threshold of 100 billion yuan.

Looking back to history, the development of TusHoldings closely followed the step of national innovation development. The predecessor of “TusStar” was TusPark established in 1999, one of the first batch of national incubators identified by the Torch High Technology Industry Development Center, Ministry of Science & Technology with innovation incubation area of about 200 thousand square meters, accounting for about 5% of national scale and the innovation incubator with the most complete offline covering network in the country. In addition, it built the first Sino-American crow-border incubator, mainland and Taiwan incubator and the largest incubator in Hong Kong. In 2015, three incubation bases, TusStar (Beijing), TusStar (Weifang) and TusStar (Nanjing) were selected as national massive entrepreneurship space rated by the Ministry of Science & Technology. 

Own the largest science park network in the world. Science park of 5 million square meters has been built with 15 million square meters under construction; by the end of 2015, 3000 science and technology enterprises had been settled. TusPark is the largest independent university science park in the world at present and also the science park with the most intensive research and development headquarters of transnational companies, science and technology enterprise headquarters and innovation and entrepreneurship enterprise.

To speed up development of science and technology service industry is the objective requirement in promoting scientific and technological innovation as well as commercialization of research findings and promoting deep integration of science and technology with economy and it is also a critical step to realize industrial upgrading guided by scientific and technological innovation and promote the economy moves towards high-end level, which is of great significance for further implementation of Innovation-driven Development strategy and promoting economy quality and efficiency increasing and upgrading. At present, the science and technology service industry in which research and development service, entrepreneurship incubation, science and technology finance, scientific and technological consulting service etc. are principal is not only important constituent part of national economy but also important power to accelerate national economic growth. The gross of science and technology service industry in America was more than trillion dollars and it accounted for 7.6% (2012) in GDP, which is far higher than the scale of information service industry and has speed increase higher than GDP level in the same period. The contribution rate of scientific and technological progress in America on economic growth is more than 80% but the science and technology industry with impeccable system becomes the core and critical element. From 2005 to 2013, the annual increase of value added in science and technology service industry in China was 21.5% and the proportion of science and technology service industry in the third industry is constantly increasing and its contribution to national economy is increasingly obvious. 


However, the science and technology service industry in China is in initial development stage and there are several problems such as unsound development of market entities, low-rise specialization degree of service agencies, less high-end service commercial activities, lack of famous brand, impeccable development environment, lack of inter-disciplinary talent and so on. The State Council clarifies nine key tasks of science and technology service industry in Opinions on Acceleration in Development of Science and Technology Service Industry and it is predicted that the industry scale of science and technology service industry in our country will be 8 trillion up to 2020 and there will be some science and technology service organizations and leading enterprises with famous brands.
