The Concept of “Clustering Innovation” Proposed by Wang Jiwu at the Third World Internet ConferencePrint

On November 15, 2016, the Third World Internet Conference was held in Wuzhen as a focus of the world’s attention again. Wang Jiwu, chairman of TusHoldings, made a themed speech on the “Internet + Smart Healthcare” Forum, and introduced in detail the development conditions of TusHoldings and the concept of “Clustering Innovation”. Zhao Dong, vice president of TusHoldings and board chairman of Tus-Digital Group, participated in a discussion themed by “Opportunities and Challenges of Smart Towns” in the “Digital Economic Forum - Internet-based Innovative Development of Characteristic Towns”.  
 

More than 1,600 participants from about 110 countries and regions and 16 international organizations gathered in Wuzhen, a beautiful town in South China, to discuss the topic of “Innovation-driven Benefit to Mankind - Building a Community of Network Space Together”. The delegation of TusHoldings also participated in the opening ceremony of this Conference, the “Light of Internet” Expo and the World-leading Internet Technology Launch Event, and communicated with such organizations and enterprises as UN Department of Economic and Social Affairs, Government of Dongxihu District (Wuhan) and Cisco Global. 

Wang Jiwu: The Hundred-billion-yuan Industrial Layout of TusHoldings and the Promotion of “Internet + Smart Healthcare” by “Clustering Innovation”

At the “Internet + Smart Healthcare” Sub-forum held on the morning of November 17, Wang Jiwu made a keynote speech (Title: Promotion of “Internet + Smart Healthcare” by “Clustering Innovation”). Wang Jiwu introduced the profile of TusHoldings and the concept of “Clustering Innovation”, and explained the original intention of TusHoldings to enter into the healthcare industry. He said that treatment of more diseases at low costs should be a key issue in the age of Internet, and that the key to achieve this goal was to solve three problems: public welfare & marketization, labor & capital and technological innovation in this industry.  
 

At the same time, Wang Jiwu analyzed the success factors of Narayana Medical Group, and brought forward the overall development plan of TusHoldings for the medical industry: To establish innovative non-profit hospitals; to build hospital groups and set up innovation systems consisting of several hospitals; to invest significantly in innovations in the medical technology and develop the medical industry by virtue of the concept of “Clustering Innovation”. Wang Jiwu emphasized that TusHoldings would like to make an active contribution to the great vision of “healthy for all”. 

After the end of the forum, Wang Jiwu was interviewed by the media. According to him, TusHoldings, as a large comprehensive enterprise relying on Tsinghua University and as the developer, constructor and operator of TusPark, has built the largest technological innovation service network in the world that includes more than 140 innovation bases and covers more than 50 cities and regions in China, USA, South Korea, Russia, Pakistan and some other countries, and has become a new force in the Chinese innovation system. As a flagship product of TusHoldings, TusPark is the largest single university science park in the world, with over 1,500 enterprises settled here. And it has become a gathering place of R&D headquarters of transnational corporations, headquarters of technological enterprises in China and innovative/startup enterprises.

Wang Jiwu pointed out that “Clustering Innovation” could be divided into three fields: The first one is space based Clustering Innovation, aiming to gather various large, medium and small enterprises, to form Clustering Innovation fruits, and to realize horizontal expansion of innovation going beyond limits of geographical space; The second one is industrial-cluster-based innovation, in which TusHoldings has built industrial clusters in the fields of environment-friendly new energy, digital economy and big health to realize vertical deepening of innovation through industrial clusters; The third one is Clustering Innovation based on science & technology and finance, in which digital platforms using such digital technologies as Internet, cloud computing and big data can develop more efficient, convenient and wider collaboration for Clustering Innovation.  



At the “Digital Economic Forum - Internet-based Innovative Development of Characteristic Towns” held on the afternoon of November 17, Zhao Dong, vice president of TusHoldings and board chairman of Tus Digital Group, participated in the roundtable discussion of “Opportunities and Challenges of Smart Towns”. Zhao Dong pointed out that, relying on the global innovation network and the technological financial service system covering the whole industrial chain, TusHoldings brought forward the concept of towns characterized by technological services. Concerning the approach to develop such towns, he proposed the following measures: Firstly, persist in ecological building of environment of towns to create livable towns with beautiful environment; pay close attention to environmental protection during development and cultivation of characteristic industries, and timely repair any environmental damage. Secondly, persist in integration of culture and health (both physical health and mental health) in towns, and pay attention to inheritance of regional cultures. Thirdly, persist in digitalization of characteristic industries. Platformization, digitalization and clusterization are the development directions of TusHoldings’ characteristic towns. In the construction process, one should actively explore the industrial characteristics of towns, introduce digital technologies and improve industrial innovation services. He also expressed that TusHoldings planned to bring into play the advantages of Clustering Innovation relying on China Digital Industrial City Alliance, and actively participate in the construction of characteristic towns with the concept of “digital industrial city”.  
 

After the end of the forum, Zhao Dong said in the interview that, to promote the implementation of the strategy of “quickening the construction of Digital China”, TusHoldings brought forward the “Digital Industrial City” strategy and development mode, and sponsored “China Digital Industrial City Alliance”. Relying on its global innovation network and technological financial services, TusHoldings makes efforts to build an integrated urban digital operation service platform consisting of “digitalized industries, smart cities and digitalized parks” together with other members of this alliance. This platform will function as an interface of urban government affair data, industrial application data and innovation data of parks, link up urban government affair platforms, industrial application platforms and industrial park service platforms, build cross-region and cross-industry comprehensive digital operation platforms, and construct the ecological system of the “Digital China” program. He emphasized that the “Digital Industrial City” strategy itself conformed to the concept of Clustering Innovation and was characterized by platformization, clustering and digitization, where platform was the foundation of innovation, clustering was the mode of innovation and digitization was the upgrade of innovation. 

During the conference, the delegation of TusHoldings had a discussion with Huang Changqing，director of Cyber Administration of Wuhan, Cao Yujiang，Party secretary of Dong xihu District, Wuhan, He Jianwen，member of the standing Party committee of Dongxihu District and deputy head of Dongxihu District and some other leaders concerning the construction and development of Dongxihu District, Wuhan City. The two parties will further strengthen and deepen their cooperation to promote the construction of the industrial park and the planning & building of the network security park in the Dongxihu District by virtue of TusHoldings’ abilities in park construction & operation and in gathering of technological industries as well as its technological finance and supporting services, especially its professional position in the field of digital network security. 

In addition, the delegation of TusHoldings discussed with Bret Hartman，CTO of Cisco Global) and Cao Tuqiang ，CTO of Great China Division, Cisco on international strategic cooperation between the two parties. The representatives of Cisco expressed recognition of the “Digital Industrial City” ecological chain of TusHoldings, and said that such an ecological chain was consistent with the supply chain of Cisco and that the two parties could have strategic cooperation in the field of “Digital Industrial City” and the project of Wuhan Network Security Park based on their complementary advantages. And the two parties discussed the next working plan accordingly.

During these days, the delegation of TusHoldings also met Ms. Marion Barthelemy, deputy director of Division for Public Administration and Development Management, UN Department of Economic and Social Affairs, and discussed with her the E-government system and the talent cultivation.
