On the 10th day of May, 2017 Chengdu Global Innovation and Entrepreneurship Fair was held solemnly. On the 11th day, as one of the major events of this Fair, the first World Innovation Ecosystem Summit was begun in the international conference center in Century City. This forum was hosted by the municipal government of Chengdu City, and co-organized by the government of Longquanyi District, Chengdu Science and Technology Bureau, Administrative Committee of Chengdu Economic & Technological Development Zone and Tus-Holdings Co., Ltd. (hereinafter referred to as TusHoldings)

More than 200 Chinese and foreign guests attended this forum, including Liu Liedong, Deputy Mayor of Chengdu Municipal Government, Tian Yunhui, Deputy Director of Science & Technology Department of Sichuan Province, Hou Yunchun, Member of National Committee of CPPCC and former Deputy Director of Development Research Center of the State Council, Wang Jiwu, Chairman of TusHoldings, Yair Albin, Commercial Consul of Consulate General of Israel in Chengdu, Ronen Dagon, Chairman of Compass Group in Israel, Moshe Kamar, CEO of Compass Group, Sizov Sergey, Vice President of Overseas Investment Business of Russia-China Fund of Strategic Investment, and so on. They had a discussion under the theme of “enlightening the world and creating the future – building an innovation ecosystem in global view”.

Wang Jiwu expressed in his speech that the clustering innovation theory of TusHoldings, based on the concept of Multidimensional Triple-helix Model, was showing strong vitality in practice. So far, TusHoldings has built more than 160 innovation and entrepreneurship service bases in the world, which help to promote effective flow of scientific and technological innovation resources and development elements and build wide connections with international innovation forces. TusHoldings has signed cooperation agreement with the municipal government of Chengdu and Israel Compass Group, devoting itself to build a pilot model in the “Belt and Road” initiative and regional cooperation. At present, several cooperation projects jointly initiated by TusHoldings and Chengdu municipal government are proceeding in an orderly manner. In future, TusHoldings will, based on construction of science parks, increase investment into scientific and technological finance, introduce such industries as health, integrated medical service and pension system, environmental protection, new energy and winter sport, help Chengdu in construction of central city, and promote joint building, sharing and joint planning of global innovation ecosystem. 

“Grasping innovation is grasping development, and planning innovation is planning the future. In recent years, Chengdu municipal CCP committee and government took Chengdu Science City as a key point, made efforts to implement innovation leading programs, and successfully developed urban brands of innovation and entrepreneurship such as innovation and entrepreneurship fair. In the last year, the total investment into research and development in Chengdu increased by 12.7%, and the new economy and new business formats were gradually become new driving forces for the development of Chengdu City,” said Liu Liedong in his speech. In future, Chengdu will strengthen the supporting functions of the “five centers and one hub”, try to provide everyone with opportunities of innovation and entrepreneurship and show energy of innovation and entrepreneurship everywhere, jointly embrace innovation and create future, strengthen cooperation and achieve mutual benefits and win-win situation.

On the same day, several very important persons made excellent speeches and brought advanced concepts, original thoughts and prospective visions. Hou Yunchun pointed out in his speech with the theme of “seizing initiative in the new round of technological revolution” that at present the whole world was facing three problems, that is “where is the new point of economic growth”, “how to control financial risk”, and “how to rebuild global governance and economic order”. Among these problems, the new point of economic growth comes from “innovation” to a great extent. Meanwhile, he also pointed out that, as the innovation in business mode was over-emphasized while less attention was paid to the innovation in technology, the gap between the countries with relatively low technologies and those with advanced technologies might be aggravated in the next round of development. Thus, while paying close attention to business mode innovation, it is necessary to pay more attention to technological innovation and build a complete, sound and sustainable innovation ecosystem. 

Moshe Kamar, CEO of Israel Compass Group, gave a speech with the theme of “coordinated development of innovation between China and Israel”. He introduced that Israel had the most per-capita entrepreneurs, and ranked No. 1 in the world in both R&D (percentage in GDP) and per-capita venture capital. China has a huge market and many new technologies, and China and Israel can implement cross-culture coordinated innovation. For example, by virtue of the good development foundation of automobile industry in Longquanyi District, Compass Group and this district can find cooperation opportunities in such fields as automobile, energy saving and environmental protection to promote realization of China-Israel coordinated innovation and achieve a win-win situation. 

Wang Guangqian, Member of the Standing Committee of CPPCC, Academician of Chinese Academy of Sciences and President of Qinghai University, shared his opinions on “gathering mechanism of innovative talents in western areas and its implementation prospect”. Taking the implementation of the “Recruitment Program of Global Experts” and the quickened construction of innovation highlands in Qinghai Province as example, he explained the importance of talent gathering for innovation in western areas. In his opinion, western areas might also become innovation highlands, and these areas could take construction of university science park as a “handle”, take implementation of innovative talent gathering mechanism as a point of breakthrough, solve the problem of talents loss, and improve the quality of innovation and entrepreneurship in these areas. 

As a highlight of this forum, new issues of “New Economy Index” and “Innovation and Entrepreneurship Index” were formally released. These two indexes are a set of scientific evaluation system integrating enterprises, users and government into a whole developed by Chengdu City together with professional institutions relying on the mass data and resource integration ability, the advantages in data trade and innovation platform, and advanced data analysis technologies.

Shen Minggao, doctor of economics from Stanford University, Chief Economist of Caixin Insight, and former Chief Economist of Great China Division of Citibank, released new issue of New Economy Index (NEI) at this forum. The national NEI of China up to April, 2017 was 31.8%, which means new economy takes about 1/3 of the whole economic investment. NEI describes the basic features of new economy and new economic drives on a quantified basis from the aspect of big data, and measures the step of transformation from old economic drive to new economic drive. 

Big Data Innovation and Entrepreneurship Base of National Information Center released the new “innovation and entrepreneurship index of Chengdu”, and Wang Yasong, Director of Data Operation Department, Big Data Management and Application Center, National Information Center, explained the highlights in the change of this index during the release. As shown by data, the innovation and entrepreneurship index of Chengdu has a stable trend and slight increase. From May 2016 to March 2017, the average year-on-year increase of this index is 0.87 percentage points. Among the contributors to this index, the index of innovation and entrepreneurship environment takes the highest proportion in the total index, that is 48.15%. Meanwhile, the innovation and entrepreneurship index of Chengdu in the first quarter of 2017 is much higher (15 points higher) than the same index of the whole country.

In the dialog of the high-level panel consisting of Pang Yaning, Director of Innovative Incubation of Tsinghua Holdings, and several famous persons from different fields, Herbert Chen, COO of TusHoldings, Director of IASP China Office and Member of the Global Future Councils of World Economic Forum, Xu Weilin, Vice President of Sichuan University, Yair Albin, Commercial Consul of Consulate General of Israel in Chengdu, Sizov Sergey, Vice President of Overseas Investment Business of Russia-China Fund of Strategic Investment, Tang Ming, CEO of Menglu Consulting and founder of Slush China, and Xu Beijun, General Manager of Global Business, Destination Marketing Department, Ctrip, discussed from different aspects under the theme of “Innovation Globalization – Opportunities and Challenges in Chengdu” about how Chengdu can integrate global innovation elements such as technology, talents and capital, develop a characteristic way of innovation, and become better “city of innovation” under the background of globalized configuration of innovation resources, globalized innovation activities and globalized innovation services. 

As a “city of automobile in China”, Longquanyi District (Chengdu Economic & Technological Development Zone) has good foundation in development of automobile industry. In the key period for Chengdu to build an energetic city of global competitiveness, Longquanyi District always persists in the development concept of industry-city integration, and quickens the construction of a new city with characteristics, strength, energy and vitality. Existing incubators here, such as “Tianfu Wolong Valley” and “Venture Valley”, have built innovation and entrepreneurship carriers of 600,000 m2, and have widely gathered totally more than 20,000 talents, including high-level leading talents, industrial high-end talents and top-grade innovation teams. As a fertile ground for innovation and entrepreneurship, Longquanyi District is systematically promoting the No.1 Program of comprehensive innovation reform to build up the innovation ability of the city and quicken the process of building an energetic city with high innovation ability. 

This World Innovation Ecosystem Summit gathered global innovation intelligence and innovation resources, and will bring new driving force for the development of innovative industries and innovative economy of Chengdu and Longquanyi District.
