Wang Jiwu Attended the International Industrial Cooperation Sub-Forum of the “Belt and Road” ForumPrint

On May 15, 2017, the International Industrial Cooperation Sub-Forum of the “Belt and Road” Forum was held in Beijing, and many experts from enterprises, colleges and research institutions gathered to discuss the industrial cooperation among the countries along the Belt and Road. This conference was chaired by Zhao Baige, member of the Standing Committee of the National People’s Congress, Deputy Director of Foreign Affairs Committee of the National People’s Congress, and Chairman of expert committee, RDI International Think Tank Project, Chinese Academy of Social Sciences (CASS). Wang Jiwu, Chairman of TusHoldings, gave a speech at the opening ceremony of this Sub-forum as a member of the expert committee, RDI International Think Tank Project, Chinese Academy of Social Sciences, as well as the only enterprise representative. Politicians from such countries as France, Egypt and Indonesia and many domestic experts and scholars participated in this event.

On the 14th day of May, at the opening ceremony of the Belt and Road Forum for International Cooperation, Xi Jinping, President of China, emphasized that “industry is the root of economy, and we should grasp the opportunity of the new industrial revolution during the development of the ‘Belt and Road’.” This opinion received high approval of other countries. He pointed out that the opportunities brought by the new industrial revolution included new energy development, new material application, and all development opportunities from application of all innovative technologies. 

As the first hundred billion grade scientific and technological service enterprise in China, TusHoldings is aiming to become a Chinese leader and global model in scientific and technological service industry, and focuses on development of research and development economy and strategic emerging industries. At present, it has established ten industrial groups such as Tus-Digital Group, Tus-Clean Energy Group, Tus-New Material Group, Tus-Health Group and Tus-Winter Sports Group, and has built a boundless innovation eco-platform; it has taken root in core regions along the Belt and Road and initiated cooperation in scientific and technological innovation with the countries along the line such as Russia, Mongolia, Thailand, Pakistan and Finland, becoming a new force in scientific and technological innovation under the Belt and Road strategy.

In combination with the practice and experience of TusHoldings in scientific and technological service in more than 20 years, Wang Jiwu comprehensively explained his understanding on the “Belt and Road” from four aspects, respectively “the ‘Belt and Road’ must be a Belt and Road of global collaboration and scientific and technological innovation”, “how to implement scientific and technological innovation under global collaboration”, “scientific and technological innovation should be based on scientific theories”, and “China should promote the progress of the ‘Belt and Road’ initiative jointly with America and Europe”.

“‘Belt and Road’ aims to solve worldwide problems, and fundamentally world economic problems,” said Wang Jiwu, “at present the world economy is still at the bottom of a U-shaped curve. Developed countries have much higher debt burden than their GDPs, and there is a lack of market liquidity and effective investment into the real economy.” In his opinion, the root cause for the depression of world economy is insufficient drive of innovation, and the ultimate solution for such problem is to greatly develop R&D economy. In addition, Wang Jiwu, taking for example the cooperation between TusHoldings and universities in Pakistan, Egypt and Brazil in scientific and technological service, said that he felt more and more obvious trend of technology integration during the scientific and technological innovation. In 2016, witnessed by Chairman Xi Jinping, TusHoldings provided services to Switzerland National Innovation Park, which became an example of the mutual learning and promotion between developed countries and developing countries and showed that application of sciences and technologies was breaking boundaries.

“The world economy is facing a big difficulty that can be solved only by means of scientific and technological innovation. In this era of Big Data, the trend of sharing technologies and services, and rapid development of the world can be achieved only by virtue of global collaboration. So, I think, development should be development of global collaboration and scientific and technological innovation, and the ‘Belt and Road’ must be a Belt and Road of global collaboration and scientific and technological innovation,” said Wang Jiwu.

Talking of how to realize scientific and technological innovation of global collaboration, Wang Jiwu said that firstly we should persist in internationalization and the “Belt and Road” strategy, and build a platform, organization and network of collaborative innovation throughout the world. “As the largest scientific and technological service enterprise in China, TusHoldings has constructed the largest science park system in the world, and has built nearly 200 science parks and incubation bases in the world. At present, in terms of the global innovation network TusHoldings has built more than 30 sharing spaces in 25 countries and regions such as US, France and UK, and is developing physical innovation spaces and platforms centered by innovation service in the world.” Secondly, the “Two Parks and Two Funds” model of cooperation between China and foreign countries, which was advocated by TusHoldings all along, can be an effective way to realize global collaborative scientific and technological innovation. So far, TusHoldings has developed “Two Countries, Two Parks and Two Funds” cooperation with governments, universities and institutions in such countries as Israel, Italy and Russia, which shows remarkable effects. 

Then, what is scientific and technological innovation based on scientific theories? In the opinions of Wang Jiwu, the most effective theory for scientific and technological innovation and for development of strategic emerging industries is the “Multidimensional Triple-helix Model”. Based on the “government + university + enterprise” single-plane helix theory, TusHoldings proposed a unique multidimensional triple-helix theory by adding the two components of “technology + capital + industry” and “park + industry + finance”. “Guided by this theory, TusHoldings has built wide ‘friend circle’ during the cooperation under the ‘Belt and Road’, and has initiated joint development and mutual complementation with its friends,” said Wang Jiwu. The practice and experience of TusHoldings prove that this theory is an effective approach to promote the innovation in scientific and technological industries during the process of the “Belt and Road”.

Finally, Wang Jiwu expected America, Europe and China, three important forces in the world, to cooperate during the process of the “Belt and Road”. China-America Cooperation and China-Europe Cooperation may promote scientific and technological innovation under global collaboration along the Belt and Road, and promote world economic development. 

The speech of Wang Jiwu brought useful theories and practical references for the industrial cooperation along the Belt and Road, especially cooperation in innovation in scientific and technological industries. Zhao Baige said that “as a flower of industry of Tsinghua University, TusHoldings is always a model of devotion to scientific and technological innovation and development of international industrial cooperation. Its experience in innovation service and commercialization of research findings will promote the progress of the ‘Belt and Road’.”

As an important component and supplement of the “Belt and Road” Forum, the International Industrial Sub-Forum establishes a bridge of effective communication and cooperation for the countries along the Belt and Road. Starting from the history and form of global trade, Essam Sharaf, former prime minister of Egypt, introduced the advantages and resources of the economies in Europe, Asia and Africa based on the global trade along the Suez Canal, and said that a win-win situation could be achieved only by means of cooperation and cross assistance and complementation among the affected parties. Bambang P.S Brodjonegoro, Chairman of Indonesia Investment Coordination Committee and trade minister of Indonesia, shared with others the advantages of Indonesia in infrastructure investment during the development process of the Belt and Road. He said he was interested in Chinese market and the effectiveness of cooperation with China. Wang Zhongmin, Deputy Director of National Council for Social Security Fund, explained the development opportunities brought by the “Road and Belt” from the aspect of investment, securities and mobile Internet. He said, “I think an age of breakout is coming, and we need participation of many industrial chains in diversified forms to share the risk. We need also to promote the cooperation among countries, regions, industries and fields and promote implementation of concrete projects so as to realize leap-forward development.”

“Industry is body and finance is veins.” Enterprises have become the backbone force for the progress of the “Belt and Road”. This is an important view of the International Industrial Cooperation Sub-Forum of the “Belt and Road” Forum. Taking the original intention of building the Belt and Road to a road of peace, prosperity, opening-up, innovation and civilization, and by virtue of the “Belt and Road” international strategy, the affected countries would help and cooperate with each other to open a new historic chapter of development.
