The 1st Tsinghua Belt and Road Forum for Cooperation & the 9th Tus Innovation Forum Successfully Held in Kunming, YunnanPrint

From November 24 to 25, the 1st Tsinghua Belt and Road Forum for Cooperation & the 9th Tus Innovation Forum was successfully held in Kunming, Yunnan. Taking the theme of “Innovation Leading Win-win Cooperation”, this forum was jointly hosted by “Belt and Road” Strategy Institute, Tsinghua University and the municipal government of Kunming, and jointly undertaken by, among others, Tus-Holdings Co., Ltd. and the “Belt and Road” Research Institute of Yunnan University. More than 1,000 domestic and overseas government leaders, scholars, experts and industrial leaders gathered in Kunming to contribute wisdom and strength for the “Belt and Road” initiative. 

Tsinghua University and the “Belt and Road” initiative

At the opening ceremony of the forum held on November 24, Si YUAN, Deputy Director of the Council of Tsinghua University and Deputy Director of Environment and Resource Protection Committee of NPC, and Jianying WANG, Deputy Mayor of Kunming, gave speeches. The forum was chaired by Zhiqin SHI, Executive Dean of “Belt and Road” Strategy Institute, Tsinghua University.
 

In his speech, Si YUAN expressed sincere appreciation to the municipal Party committee and municipal government of Kunming on behalf of Tsinghua University. He said that, since the “Belt and Road” initiative was proposed, the concept had become action, the vision had been realized, and plentiful construction fruits had been achieved; practice proved that the strengthened international cooperation based on the “Belt and Road” initiative provided a new platform and injected a new driving force for maintenance of world peace and promotion of joint development. “Yunnan Province and Tsinghua University attach great importance to promotion of ‘Belt and Road’ initiative, and the holding of this Belt and Road Forum is an active response and exploration to the implementation of the ‘Belt and Road’ initiative in the new phase, and a favorable practice of participation in global governance reform. We believe that, through this forum, all the parties concerned can broaden mind, exchange opinions, gather resources, and further promote the comprehensive opening-up of China based on the ‘Belt and Road’ initiative.”
  

Jianying WANG, Deputy Mayor of Kunming, thanked in her speech Tsinghua University and TusHoldings for holding the forum in Kunming on behalf of the municipal Party committee and municipal government of Kunming. Taking ZHENG He, the developer of the South Silk Road whose native place was Kunming, and the National Southwest Associated University for example, she introduced the historical connections among Kunming City, the “Belt and Road” and Tsinghua University. “Kunming had location advantages and historical and cultural advantages during the construction of the ‘Belt and Road’, and played an important role in many major historical events. The ‘Belt and Road’ Research Institute jointly established by Yunnan University and Tsinghua University will be upgraded to a provincial research institute of Yunnan soon, become an important think tank in China, and have important functions during the implementation of the ‘Belt and Road’ initiative.”  

Dr. Bhokin Bhalakula, Chairman of Thai-Chinese Culture and Economy Association, Yafei HE, former Minister of Foreign Affairs and former Deputy Director of Overseas Chinese Affairs Office of the State Council, Hongjun YU, former Deputy Director of International Department of Central Committee of CPC and Deputy Chairman of Chinese People’s Association for Peace and Disarmament, Zhongwei LU, former President of China Institutes of Contemporary International Relations, and Chenghu ZHU, former Director of Strategic Education and Research Department of National Defense University, former Dean of School of International Defense of National Defense University, and Deputy Director General of Overseas Security Research Center of Tsinghua University, made themed speeches at the ceremony. The participants discussed about the background of the “Belt and Road” initiative and its historical significance. 
 

Dr. Bhokin Bhalakula pointed out in his speech that China had great changes in all aspects, with a speed of change higher than any other countries in the world; China had learned to keep a better position in the globalized world and to promote sustainable development of world economy; the “Belt and Road” initiative was just an embodiment of China’s performance of its responsibilities as a major country in the world.
  

Yafei HE expressed that the “Belt and Road” initiative was an innovative idea and plan proposed by China for the world, and an important part of the thought of Socialism with Chinese Characteristics concerning global governance; the construction of the “Belt and Road” was beneficial to the sustainable development of world economy, and the practice of the “Belt and Road” would bring a brighter world for us; we should be confident enough to implement the “Belt and Road” initiative.  
 

In his speech, Hongjun YU expressed that the international society was giving more and more support to the “Belt and Road” initiative, and more international organizations and institutions had participated in the construction of the “Belt and Road”; the “Belt and Road” initiative proposed by China had become a new action to promote international cooperation and a new way to drive a new round of sustainable development.

At the “Belt and Road” round table meeting on cooperation in high-tech industry held later, Helen Lee, a professor of University of Cambridge, Feng LIU, Vice President of Yunnan Investment Group, Wei YUAN, President of TusHoldings, Xu WU, Deputy Chairman of TusHoldings and Chairman of Tus-Sincere Group, Xiao SHEN, President of Tus International, and Dongming LI, Chairman of China-ASEAN Industry Cooperation Committee, had dialogues concerning the cooperation and innovation in high-tech industry under the background of the “Belt and Road”, and discussed with priority why Chinese government proposed this initiative in this historical stage and the influence of this initiative on each sector. Herbert CHEN, COO of TusHoldings, chaired this round table meeting.
President Wei YUAN said that the key words of the Belt and Road Forum were innovation, cooperation and win-win; TusHoldings had been assisted Tsinghua University in implementing internationalization strategy all along, and had set diversified layouts with respect to the “Belt and Road”; scientific and technological innovation was a common topic of the whole world; TusHoldings had introduced its experience in science park operation to Egypt, Malaysia, Switzerland, Israel, Italy, Singapore, Britain, and so on; we thought that strengthened scientific and technological exchange and cooperation could promote national development, win-win, national revitalization and economic take-off of the countries along the “Belt and Road”. 
 

Deputy Chairman Xu WU considered that TusHoldings could promote the “Belt and Road” from three aspects: firstly taking science park as a platform and foundation, secondly bringing scientific and technological strength to underlying culture by high-tech industry, and thirdly supporting it with the strength of finance. Helen Lee held the view that USA, China and EU were the three poles in the world at present, and, considering the development speed and economic scale of China, China had the qualification to propose the great initiative of “Belt and Road”. Feng LIU believed that human development might face a point of sublimation and a crossroad; the “Belt and Road” initiative proposed by President Xi could help to rebuild the basic global layout. Xiao SHEN suggested that “from the aspect of scientific and technological innovation, the ‘Belt and Road’ relates to not only capacity output and infrastructure construction, but also joint building of a greater scientific and technological circulation system. For example, a better mechanism may be built to support scientific and technological innovation under the framework of the ‘Belt and Road’ initiative, including the development of intelligent connected vehicle to which TusHoldings is paying close attention.” Dongming LI expressed that although the “Belt and Road” initiative brought good development opportunities, the current development was still fragmented, and effective clustering development had not formed; all the countries involved should still strengthen cooperation to form stronger force and march forward together.
 

This forum also focused on cooperation in education and security under the “Belt and Road” initiative. At the “Belt and Road” round table meeting on cooperation in education, Zhiqin SHI, Executive Dean of “Belt and Road” Strategy Research Institute of Tsinghua University, Li ZHANG, Vice President of Yunnan University, Meng MEI, Honorary Chairman of TusHoldings, Prof Dr.H.Rashid Askari, President of Islamic University of Kushtia in Bengal, Dr. Anolac Vira, Vice President of Souphanouvong University in Laos, Dr. Seak Sophat, Director of Natural Resource Management and Development Research Institute, Royal University of Phnom Penh in Cambodia, Dr. Jiraporn, Dean of School of Humanities, Mae Fah Luang University in Thailand, and leaders of some other domestic and overseas famous universities discussed about topics such as how to deepen and strengthen cooperation in education and enhance international talent cultivation under the “Belt and Road” initiative. 
 

“Belt and Road” round table meeting on cooperation in security was organized by “Belt and Road” Strategy Institute of Tsinghua University. This forum invited many representatives of relevant domestic and overseas organizations to discuss about how to strengthen international cooperation, jointly meet the risks and challenges, and maintain the security of the “Belt and Road”. Yafei HE, former Minister of Foreign Affairs and former Deputy Director of Overseas Chinese Affairs Office of the State Council, Zhongwei LU, former Dean of China Institutes of Contemporary International Relations, Chenghu ZHU, former Director of Strategic Education and Research Department of National Defense University, former Dean of School of International Defense of National Defense University, and Deputy Director General of Overseas Security Research Center of Tsinghua University, Gaozhang ZHU, former Director of Department of International Cooperation, General Administration of Customs, and former Director of Compliance and Facilitation Directorate of WCO, and Gang ZHAO, a researcher of Scientific and Technological Strategy Institute of Ministry of Science and Technology and Vice Chairman of Global Scientific and Technological Innovation Network Expert Committee of UNIDO, participated in the discussion. The participants suggested after discussion that all the parties involved should take practical and effective actions to strengthen communication and exchange and to strive for common development. 

TusHoldings and the “Belt and Road” initiative

On November 25, the 9th Tus Innovation Forum (Kunming), chaired by Zhiqiang LI, Party Committee Secretary and Vice Chairman of TusHoldings, was opened. At this forum, Zhigong LI, Deputy Mayor of Kunming, and Jiwu WANG, Chairman of TusHoldings, made the opening speeches.
 

In his speech, Zhigong LI introduced the resources, industrial foundation and scientific and technological development conditions of Kunming, Yunnan, and expressed that Kunming was an ideal place for innovation and entrepreneurship. “Kunming is actively implementing the innovation driven development strategy, quickening the construction of a regional international economic and trading center, scientific and technological innovation center, financial service center and talent exchange center, and continuously improving the scientific and technological innovation ecosystem. As an industrial fruit of Tsinghua, TusHoldings is rooted in the core areas along the ‘Belt and Road’. The two parties will further deepen the cooperation using the opportunities brought by this forum, and this will enhance the ability of Kunming in scientific and technological innovation and increase the driving force for the development of this city.”

Chairman Jiwu WANG expressed welcome to the participants of this forum. He said that, along with the deepened implementation of the “Belt and Road” initiative, the global innovation network built by TusHoldings was serving the global scientific and technological innovation with the clustering innovation mode; there were more and more cross-industry and cross-region cooperation projects, and we wished the participants could fully exchange their opinions, inventions, thoughts and ideas with each other. “TusHoldings would like to provide more assistances for research institutes, scientists and young people engaged in innovation and entrepreneurship all over the country and even the world, and promote scientific and technological cooperation to a higher level.”
 

Zhiqin SHI, Executive Dean of “Belt and Road” Strategy Institute, Tsinghua University, gave a speech titled by “‘Belt and Road’ Construction in the Post-Summit Period”. In this speech, he started from the concept of “Belt and Road”, and explained why to promote the “Belt and Road”, the key points of the “Belt and Road”, and what to do after the summit. He expressed that the “Belt and Road” was a great initiative proposed by China when the world was facing a historical development opportunity, and during the implementation of this initiative we should focus on both development and rules. He said that “this is a hundred-year program, and we shall see both challenges and a bright future.”

After that, Hongmei YANG, Vice Dean of Tus-Research Institute for Innovation, explained the 2017 China’s Urban Innovation and Entrepreneurship Environment Evaluation Research Report. Zhiqin SHI, Executive Dean of “Belt and Road” Strategy Institute of Tsinghua University, Meng MEI, Honorary Chairman of TusHoldings, Jianmin HE, Deputy Chairman of China Association of Social Workers, and Herbert CHEN, COO of TusHoldings, jointly released the “2017 China’s Urban Innovation and Entrepreneurship Environment Ranking List”. Beijing, Shanghai, Shenzhen, Guangzhou, Chongqing, Tianjin, Hangzhou, Wuhan, Nanjing and Chengdu became the Top 10 Chinese cities in innovation and entrepreneurship environment.
  

Dong ZHAO, Vice President of TusHoldings, Jinsheng ZHANG, Vice President of TusHoldings, Shuli HOU, Senior Vice President of TusHoldings, Hua WANG, General Manager of TusPark Shaanxi, Yandong ZHANG, General Manager of Tus-Digital Park Scientific and Technological Service Co., Ltd., and Quansheng LI, Vice President of Tus-Digital Group, jointly released the General Standards for Launch of TusPark Cloud Platforms and Digitalization Construction of Industrial Parks.
  
2017 “TusStar” enterprise election and prize awarding ceremony and the ceremony of certificate awarding to the 8th batch of enterprises included in the “Diamond Plan” of TusPark were held later. Ming ZANG, Senior Vice President and Education and Development Director of TusHoldings, Xiaowei CAI, Vice President of TusHoldings, Xiaojun XU, Senior Vice President of TusHoldings, and Quanhong SHEN, Incubation Business Director of TusHoldings and General Manager of TusStar, awarded prizes to ten “TusStar” enterprises such as Chengdu Fanmi Technology, Huali Zhixing (Wuhan), and Shanghai Zuosen Intelligent. 

Meng MEI, Honorary Chairman of TusHoldings, Shugui WANG, Executive Vice President of TusHoldings, Jinsheng ZHANG, Vice President of TusHoldings, and Bo HU, Vice President of TusHoldings, awarded certificates to the 10 enterprises included in the “Diamond Plan” of TusPark such as Anhui Tianbing Electronics, Beijing Minglue Software and Beijing Nowva Energy. 
 

A nameplate unveiling ceremony of Tus Yunnan Comfort Tourist Attraction Development Co., Ltd., a company jointly established by Tus Yunnan Industry Development Co., Ltd. and China Comfort Travel Group Co., Ltd., was held at the forum on November 25. Besides, Kunming Branch of Chinese Academy of Sciences and Tus Yunnan signed a framework cooperation agreement at the forum. 

A themed forum focusing on intelligent manufacturing was also held on the same day. Organized by Zhejiang Robot Industry Co., Ltd., taking the theme of “intelligent manufacturing and high-end university based intelligent economy”, and taking the topic of “fostering high-end university based intelligent economy, developing artificial intelligent related emerging industries, and promoting intellectualization upgrading of industries”, this forum invited many experts, scholars and enterprise representatives to discuss about the intelligent economic form under deep integration of artificial intelligence with industrial sectors. A themed forum focusing on health care, jointly organized by Tus-Science & Technology Service Group and Yunnan Provincial Medical Investment Management Co., Ltd., and taking the theme of “health and future”, invited industrial leaders, professional elites, and entrepreneurship teams to discuss about how to promote the construction of “Healthy China” based on the topics on innovation in medical technology, innovation in medical service, innovation in biomedicine, innovation in precision health care, and so on. A themed forum focusing on clean energy, organized by Beijing Tus-Clean Energy Technology Co., Ltd., and taking the theme of “clean energy and the ‘Belt and Road’”, invited participants to discuss about the opportunities and development of clean energy industry under the “Belt and Road” Initiative, and deeply focused on research finding commercialization, energy policies and status quo and development of energy Internet in Latin American countries such as Brazil and Southeast Asian countries such as Malaysia and Burma, practice of the countries along the “Belt and Road” in national promotion of clean heat supply, and international dynamics of solar heat supply and refrigeration. A themed forum focusing on electronic information and 2017 China Internet of Things innovation development summit, jointly organized by Beijing Tus-Digital Technology Group Co., Ltd., Jiangsu Rice Microelectronics Inc. and Yunnan Investment Group, and taking the topics of smart city construction, anti-counterfeiting and traceability and industrialization upgrading of Internet of Things, invited the participants to discuss about the development of Internet of Things RFID industry in various industrial sectors and the joint development of smart life. 

On November 26, “Yunnan Business Forum” was held in the reporting hall of the library in Chenggong Campus of Yunnan University. At this forum, which was chaired by Tus Business School of Yunnan University, a school jointly established by Yunnan University and TusHoldings, the participants carried out discussions and exchanges about the innovative development of the tourism industry of Yunnan. Zhaohui YE, a professor of University of Hong Kong, made a themed speech titled by “Travel in Yunnan with Antique Car from Hong Kong under the View of Tourism Innovation”; Weimin TIAN, Director of Tourism Management Education Steering Committee of the Ministry of Education and Executive Dean of Tus Business School of Yunnan University, made a keynote speech titled by “New Business Format of Tourism in Yunnan – Idyllic Complex”; Zefei HUA, Counselor of Yunnan Provincial Government and Chairman of Yunnan Private Enterprise Association, made a keynote speech titled by “New Business Format of Tourism in Yunnan – Colorful Yunnan and Beautiful City”. The press conference for the Second Yunnan University and Tus Cup Tropical Rain Forest Challenge for Business School Students in Asia-Pacific Region was held on the same day. 
 

It was pointed out at the 19th National Congress of CPC that we should take the construction of the “Belt and Road” as a priority, persist in both “take-in” and “go-out”, follow the principles of discussion, joint construction and sharing, strengthen opening-up and cooperation in innovation ability building, and form an opening-up layout with land-sea interaction and east-west mutual supplementation. Standing at a historical starting point of a new age, “Belt and Road” Strategy Institute, Tsinghua University and TusHoldings will act as faithful implementers of the “Belt and Road” initiative, always remain true to our original aspiration, keep marching forward, and create a better future in innovative ways together with domestic and overseas partners.
