On April 17-21, 2012, at the invitation of Russian Skolkovo Foundation, Mei Meng, Director of TusPark Development Center and Chairman of Tsinghua Science Park Co., Ltd.; Chen Hongbo, Deputy Director of TusPark Development Center and Senior Vice President of Tsinghua Science Park Co., Ltd.; as well as Miu Chun and Sun Man with the company’s Technical Asset Operation Center, arrived at Moscow to attend “Skolkovo Innovation Economy Summit Forum”which was hosted by Russian Skolkovo Foundation and co-sponsored by “Expert” media group.
Mei Meng, Director of TusPark Development Center and Chairman of Tsinghua Science Park Co., Ltd.; and Chen Hongbo, Deputy Director of TusPark Development Center and Senior Vice President of Tsinghua Science Park Co., Ltd. were invited to attend “Skolkovo Innovation Economy Summit Forum”.
The Summit was unveiled in the principal building of Skolkovo Business School on April 19. Ahead of the meeting, Viktor Veksellberg, Chairman of Skolkovo Foundation met with the present experts and made a brief conversation with them. At the plenary meeting held on the morning, Mei and Chen respectively delivered a speech in which they introduced the development strategy of TusPark and each put forward suggestions about the future of Skolkovo Innovation Center in light of their years’ experiences. On the “Master Forum” held on the afternoon, Chen made a key-note speech titled “Key Elements for the Success of Science Park”. These two experts aroused keen interest of the audience with their wonderful speeches. Lots of participants expressed hope to conduct in-depth exchanges with them and establish a partnership with TusPark. During the tea break, they answered questions posed by the media which were related to “Governmental Role in Innovation”, “Advantages of and Potential Problems that Skolkovo Innovation Center May Encounter”, and “Obstacles Hindering Development of Foreign Enterprises in Russia”, etc.

Before the forum, Russian Deputy Prime Minister Vladislav Yuryevich Surkov, who is taking charge of the federal economic modernization and innovation, met with four TusPark delegates in the International Trade Center. Surkov proposed that Russia and China shall, through such feasible means as joint R&D, setting up a transnational common lab and personnel exchanges, strengthen bilateral sci-tech exchanges and cooperation. He showed strong interest on the status quo of Zhongguancun Science Park and the TusPark development strategy as introduced by Mei and expected to establish a partnership with the Chinese side. Mei stressed that the development of science parks shall pay attention to both hardware and software, namely, the effort shall not only be given to hardware construction, but to creation of soft environment. He hoped that the Chinese and Russian sides could, based on mutual understanding, cooperate on the aspects of consultation service, expert exchanges, personnel training, recommendations, and setting up funds, etc.

On the second morning, Chen went to the famous Romonosov Moscow State University to make a key-note speech about the development of science parks. After the speech, the students positively posed questions concerning student entrepreneurial activities and development of science parks. On the afternoon, Chen was invited to attend the working meeting with Moscow First Deputy Mayor who is in charge of scientific and industrial development policies and entrepreneurial activities in the office building of the municipal government. The governmental officials expected to establish a long-term and substantial cooperation with TusPark. Chen introduced them with the specific measures promulgated by Beijing Municipal Government to support the growth of high-tech enterprises as well as the TusPark experiences on fostering small-and-medium-sized enterprises by the model of “Converging, Focalizing, Aggregation and Fusion”. The two sides agreed to strengthen mutual visits, deepen understandings and conducting substantial cooperation as soon as possible.

On the afternoon of April 17, TusPark delegates paid a courtesy call to Russian Metallurgy and Material Institute where they discussed with such experts as President Солнцев (academician), deputy directors Barinov and Kalmakov on the new-type cooperation models in the field of technical transformation. On the morning of the next day in the institute, Miu Chun and Sunman with Technical Asset Operation Center of Tsinghua Science Park Co., Ltd. met again with Simonova, the institute representative and Chairwoman of Engineering School under “Business Russia” (an alliance for small-and-medium-sized enterprises), to further discuss the details about scope of cooperation, organizational framework and working schedules. Zhou Yu, Secondary Secretary of China Embassy to Russia in charge of sci-tech cooperation, was present at the meeting from beginning to end.

During the Summit, in addition to the various activities held by the Russian side, the delegates also visited the sci-tech and education divisions of China Embassy to Russia. Gong Huiping, Minister-Counselor with the Sci-tech Division entertained the delegates and introduced them with details about the status quo of Skolkovo Innovation Center, as well as problems that may occur in the Sino-Russian sci-tech and economic cooperation. Wang Jinda, First Secretary with Education Division, welcomed the delegates on behalf of Minister-Counselor Zhao Guocheng. He introduced them with the relevant information about Skolkovo and organized some government-sponsored Chinese students to join in the discussion. During the exchanges with the students, the delegates looked back the history and development of TusPark, and asked about the entrepreneurial willingness and difficulties in front of the Russian college students. They took a group photo to mark the occasion after the meeting.
Among the 12 guests that were invited to the Summit, there were experts from China’s mainland, Taiwan, Hong Kong and Macao, as well as the elites dedicated to innovation economy from the US, Finland, Sweden, South Korea and Israel. What’s worth mentioning is that TusPark is the only entity from mainland of China, and the only one with two guests simultaneously invited to the Summit.
This Russian visit features rich content and substantial results. Both the Chinese and Russian sides showed deep interest and strong will to establish a long-term institutionalized partnership, and expected to further discuss the specific matters about cooperation. After the Summit, Skolkovo Foundation invited the present experts to join the expert team of the foundation to come up with ideas about the development of Skolkovo.
