Board Chairman WANG Jiwu Makes a Keynote Speech at the Sixth Meeting of China-Russia Investment Cooperation CommitteePrint

The bright artistic lights in the East Hall on the second floor of the People’s Great Hall of the People brought about the spring warmth; the giant painting The Mountains of the Motherland made the vision extend forward unconsciously. At 10:30 a.m. on November 26, the Sixth Meeting of the China-Russia Investment Cooperation Committee was held here. The Chinese Chairman of the Committee is HAN Zheng, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, while the Russian Chairman is ANTON Siluanov, First Deputy Prime Minister & Finance Minister of the Russian Federal Government. The meeting was presided over by Chinese Chairman and Russian Chairman in turn, with nearly 100 representatives of the governments and enterprises of China and Russia as the participants.

Board Chairman WANG Jiwu, as a representative of Chinese enterprises, made a special report on the investment of TusHoldings in the field of technological innovation in Russia. He said, "With 25 years’ unremitting efforts on the technological innovation cooperation with Russia, the TusHoldings staff have realized that the technological innovation cooperation between the two countries is long-term and strategic, and a complete technological innovation cooperation system needs to be built." However, it is a long-term and arduous work to build and improve the China-Russia technological innovation cooperation system, among which a large amount of investment is needed in the hardware and software construction."

"The first China-Russia Venture Capital Fund for Russian high-tech projects established jointly by TusHoldings and Russian partners has been put into operation; TusHoldings, together with Russia-China Investment Fund, Russian ViHoldings and Sovereign Funds of the Middle East, has participated in the investment and construction of Tushino Tech Town in Moscow. The main building of the Phase I Project has been capped, which is the breakthrough point for TusHoldings to cooperate with Russian partners in the achievements transformation and military-civilian integration. TusHoldings is actively promoting the project of "Tus-Moscow University Innovation Consortium" with Russia's ‘National Intellectual Resources Foundation’ and Moscow University. This project aims to build a full chain technology service platform of "basic science, applied science, industrialization of scientific and technological achievements, technological finance" between China and Russia The Project Preparation Office is located in the campus of Moscow University, and the partners plan to hold the Unveiling Ceremony of the Project and the Seminar on China-Russia Scientific Research and Industry Docking in Mid-January 2020."


"2020-2021 is the ‘year of China-Russia science and technology innovation’. People in TusHoldings will continue to give full play to their own advantages in the construction of innovation service network and system, and are willing to cooperate with colleagues in the industry and research institutes to contribute to the investment and construction of China-Russia science and technology innovation system."


During the meeting, JU Weimin (General Manager of CIC), OUYANG Weimin (President of CDB), DAI Houliang (Board Chairman of Sinopec), XU Lirong (Board Chairman of COSCO Shipping), WANG Fengying (President of GWM) and YU Xubo (General Manager of COFCO Group) also reported on their investment in Russia.


At the conclusion of the meeting, Chinese Chairman and Russian Chairman summarized the progress of investment cooperation and the implementation of key projects between the two countries. Vice Premier HAN Zheng stressed that the enterprises of the two countries should be encouraged to carry out investment cooperation in technological innovation, digital economy, agriculture, financial services and other fields, and continue to promote the creation of a more stable, fair, transparent and convenient business environment. According to the First Deputy Prime Minister ANTON Siluanov, Russia is willing to work with China to implement the important consensus of the two heads of state, take more facilitation measures, promote the implementation of more investment cooperation projects, and provide a better environment for Chinese enterprises to operate in Russia.


The meeting was also attended by the relevant leaders of the State Council and the principal heads of the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Foreign Affairs, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Communications, the Ministry of Agriculture, the Ministry of Commerce, the Central Bank and other institutions, as well as the heads of such Chinese enterprises as Huawei, Alibaba, CRCC, China Merchants Group, China National Chemical Engineering, Shanghai Pharmaceuticals, Russia-China Investment Fund and Silk Road Fund.


Russian Ambassador to China Denisov and the principal heads of the General Office of the Government, the Ministry of Economic Development, the Ministry of Finance, the Ministry of Industry & Trade, the Ministry of Communications, the Ministry of Agriculture and other institutions, as well as the heads of such enterprises as the VTB Bank, the Sibur Group and the Novatek Group attended the meeting.


After the meeting, Vice Premier HAN Zheng gave a state banquet in the People’s Great Hall to entertain the participants of the two countries. MIAO Chun, Senior Vice President of TusHoldings and Vice General Manager of Tus S&T Service, accompanied Board Chairman WANG Jiwu to attend the luncheon.
