WANG Jiwu: China and ASEAN Should Spare No Effort in Expanding Digital Economy CooperationPrint

2020 is the year of China-ASEAN digital economy cooperation. To promote exchange and cooperation between China and the ASEAN countries in the field of digital economy, “2020 Cloud Forum for Digital Economy International Cooperation - ‘Jointly Building the Silk Road of Digital Economy and Discussing Future Technological Innovation and Development’” was held on July 29. The participants of the forum discussed new opportunities for the development of cooperation in digital economy in the new era. Mr. WANG Jiwu, Board Chairman of TusHoldings and Chinese Chairman of the China-ASEAN Science & Technology Industry Cooperation Committee, attended the forum in Beijing, putting forward three major initiatives in his speech as follows.

Twenty years ago, General Secretary XI Jinping proposed the idea of “digital economy” for the first time when he was the governor of Fujian Province. Then he proposed the concept of “digital China”. Such thoughts and logics can surely be extended to the concepts of “Digital Belt and Road” and “Digital World Community”. With the impact of COVID-19, especially the long-term global economic downturn, the “2020 Cloud Forum for Digital Economy International Cooperation” held by us at such a difficult time is of particular significance as a great opportunity. What we discuss today will be very important, with a positive impact on the future development and direction of the China-ASEAN economy and even the global economy. Under the “Belt and Road” initiative, especially under the guidance of the China-ASEAN Business Council, since the establishment of the China-ASEAN Science & Technology Industry Cooperation Committee, a large number of companies represented by TusHoldings have carried out extensive cooperation with the ASEAN countries in high technologies and emerging industries in various fields. In particular, fruitful results have been achieved in the field of digital economy.

According to the incomplete statistics to my knowledge, Tus-Digital Group, Tus Data Asset, etc. under TusHoldings are expanding cooperations with the ASEAN countries. Tus-Digital Group is the first professional digital industry group established in China. In addition, TusHoldings has located China’s first undergraduate-level digital college in Guangxi University of Science and Technology and established cross-border E-commerce platforms for ASEAN in Yunnan and Guangxi, with an investment of more than RMB 10 billion. We have also established technological innovation bases for ASEAN in Nanning, Dongxing, Yunnan, etc., including today’s Nanning Venue - Nanning ASEAN Tech Town in Guangxi, the first cross-border incubator on the Sino-Vietnam border - TusStar (Dongxing) Cross-border Incubation Base, as well as the scientist towns in Tengchong and Baoshan of Yunnan, Tus-City, etc., all contributing to and creating conditions for further technological cooperation between Chinese enterprises and ASEAN.

With the deepening of our cooperation, our friendship becomes deeper and deeper. We have all seen the good results and friendship brought about by our cooperation. Considering the cooperation results in the past few years, especially the important cooperation results achieved since the establishment of the China-ASEAN Science & Technology Industry Cooperation Committee, I would like to propose three initiatives. Just now, Chairman XU Ningning said that we should reach a consensus and continue to promote cooperation in the digital economy, especially the cooperation between China and ASEAN in the field of digital economy. I quite agree with him. TusHoldings takes “Focus on technology” as its “Belt and Road” development philosophy, especially on digital technology. Digital technology will surely be one of the most important means for mankind to reverse the economic downturn through global innovation and expand global economic cooperation and development in the future. Therefore, we should spare no effort in expanding cooperation in the field of digital economy. Based on this consensus, I would like to further propose three initiatives.

First, we should continue to expand the digital technology cooperation between China and ASEAN in terms of the ongoing fight against COVID-19 under the framework of the China-ASEAN Business Council and the China-ASEAN Science & Technology Industry Cooperation Committee. It can be seen that under the impact of COVID-19, Chinese digital technology companies represented by TusHoldings have played a significant role in the fight against the pandemic. More than 100,000 employees of TusHoldings were on the front line, and high-tech companies represented by Tus-Digital Group, Tus-Digital Medical Care, Tus Data Asset, Tus-Digital Sanitation, etc., especially digital technology companies, have played a significant role and made great achievements in the fight against the pandemic, bringing to our attention the unique role of digital technology in pandemic resistance. These technologies include the digital detection technology jointly developed by TusHoldings and France, which can be quickly applied to the accurate detection of novel coronavirus pneumonia, the digital medical diagnostic technology developed by TusHoldings, especially the digital lung imaging technology and artificial intelligence diagnostic support technology, all of which have turned out to be very effective in the diagnosis and treatment of critical illnesses for many times, as well as the anti-pandemic technology of Tus Data Asset applied in Xiong’an New District and Hubei pandemic area, which have greatly reduced costs, improved efficiency and produced a very good anti-pandemic effect. We suggest making more efforts on the application of digital technology in the field of pandemic resistance. TusHoldings is willing to expand cooperation with the ASEAN countries in the digital fight against the pandemic. We can unreservedly and comprehensively share with you our technological achievements, especially the results tested in various battlefields in China. In addition, the ongoing fight against the pandemic needs to be emphasized, and the future difficulties of the world economy due to the impact of the pandemic should be considered. Just now, Chairman XU Ningning mentioned that even in the fight against the pandemic, China’s economy still achieved positive growth in the first half of the year. Judging from this achievement, we can see that the provinces in the forefront of economic growth are all the provinces that have achieved very good results in the fight against the pandemic. This is because that the economic growth performance, especially economic recovery and growth after the pandemic, is positively correlated with performance in the fight against the pandemic. We emphasize that in the ongoing fight against the pandemic, the application of digital technology is an important foundation for guaranteeing economic recovery, especially the circular economic development of China and ASEAN. China’s economy depends on internal circulation, as well as the minimally guaranteed external circulation. As an important trading partner of China, ASEAN will become stronger and stronger in the future. Meanwhile, China plays a very important role in ASEAN’s economic recovery and development, especially the long-term stepping out of the low and middle income trap and the short-term stepping out of the impact of the pandemic. Under these conditions, the digital technology cooperation between the two parties is one of the most important guarantees for their economic exchanges and economic circulation. Therefore, I suggest that we work together to strengthen cooperation in the ongoing fight against the pandemic and expand cooperation in digital economy and digital technology.

Second, we should expand China-ASEAN cooperation in the field of digital education and talent training. With the expansion of cooperation between the two parties, there will be an increasing lack of digital talents. Cooperation in the field of digital education is also what TusHoldings has always advocated. When we deliberately located China’s first undergraduate-level digital college in Guangxi, we precisely took into account the future development of TusHoldings and the China-ASEAN Science & Technology Industry Cooperation Committee. Digital talent training is promising in China and the ASEAN countries, with an urgent need of and in a short supply of application. We also hope to take this opportunity to expand cooperation with the ASEAN countries, especially universities, with Tus College of Digit, Tus-Digital Group, etc. as the tools. We can build digital colleges as digital talent training and practice bases, so as to cultivate and reserve enough talents for our countries and for the cooperation between China and the ASEAN countries in the digital economy and digital infrastructure. Talents are the foundation of industrial flourishing. I suggest that the cultivation of digital talents should be a focus of our future cooperation. Today I am very happy to see the presidents of Indonesian and Malaysian universities as well as the representatives of Vietnamese universities and Tsinghua University attending this important forum. I also hope to continue to expand cooperation with these universities on the basis of our previous cooperation. Cooperating with universities has always been the focus of TusHoldings; TusHoldings is willing to cooperate with universities in ASEAN and China to develop digital technology and cultivate digital talents. We are fully prepared for this and welcome you all to expand cooperation with us.

Third, to take practical steps is more important than to talk idly. We should work together to do our own things better. Rather than getting entangled in the current chaos and worrying about the impact of the various situations on the global economy and peace, it is better for us to do our own things better, including China’s own things, and those things about cooperation between China and its biggest neighbor and best friend. One of the most important tools for us to carry out our cooperation is digital economy. The development of the digital economy will rely on new infrastructure, that is, strategic emerging industries must rely on new infrastructure as support, as the development of the digital economy must also rely on digital Infrastructure as support. At this point, I propose to initiate cooperation in the field of digital infrastructure through our forum. I am very pleased to see that many of our teams have already started cooperation in this regard, like cooperation with Singapore, Myanmar and Thailand, but such actions are far from enough. I am also expecting that through our cooperation, China and ASEAN will be the first to realize interconnection in digital infrastructure. Let’s nurture digital industry and technology industry that serve the economic development of our two sides through the digital infrastructure of interconnection and high-speed flow, making use of the development of digital industry to drive the transformation of traditional industries and promote the gathering of emerging industries and emerging talents, which is beneficial to us all as one of the most important means for China and ASEAN to respond to the global instability and economic downturn and difficulties after the pandemic outbreak. I have full confidence in achieving this, and there are enough reasons to believe that we can do well in it.
