Hunan Governor Witnesses Strategic Cooperation Between Hunan Provincial Department of Science and Technology and TusHoldings — Cambridge-Tus (Hunan) Innovation Centre Officially LaunchedPrint

From 2 to 4 April, a delegation led by Mao Weiming, Deputy Secretary of the CPC Hunan Provincial Committee and Governor of Hunan Province, paid an official visit to the United Kingdom. The mission was designed to put into practice Xi Jinping Thought on Diplomacy, to act upon the important consensus reached by the leaders of China and the UK, and to build on the positive momentum of stabilising bilateral relations. The visit sought to broaden openness and cooperation, foster friendly exchanges, strengthen collaboration in innovation, advance mutually beneficial trade and investment, and deepen cultural ties.
During the programme in Cambridge, Governor Mao attended a series of events and delivered an address. He witnessed the signing of a strategic cooperation framework agreement between the Hunan Provincial Department of Science and Technology and TusHoldings, alongside the unveiling of the Cambridge–Tus (Hunan) Joint Innovation Centre for Science and Technology.

The roundtable was chaired by Lin Zhuocun, Vice President of TusHoldings and General Manager of TusPark UK. Jane Hutchins, General Manager of Cambridge Science Park, extended a welcome on behalf of the host institution, while Li Zhijian, Party Secretary of the Hunan Provincial Department of Science and Technology, introduced the background and scope of the collaboration. The signing and unveiling ceremony was presided over by Xu Zhengxian, Director General of the Foreign Affairs Office of the Hunan Provincial People’s Government. The agreement was signed by Li Zhijian and Yang Ming, Senior Vice President of TusHoldings and Director of International Business, together with David Chaplin, General Manager of the Cambridge Life Sciences Innovation Centre.

In his remarks, Governor Mao stated that “this cooperation ushers in a new chapter in the deepening partnership between Hunan and TusHoldings in the new development stage.” He expressed appreciation for the concern and support shown by all parties towards Hunan’s drive for high-quality development. He emphasised that scientific and technological innovation constitutes both the future of a region and a nation’s essential source of competitiveness.
“Seeing TusHoldings firmly established here in Cambridge is testimony to the company’s foresight and leadership,” he observed. “This success has also been nurtured by the environment, ecosystem and sound practices of Cambridge Science Park.”
Governor Mao also reviewed the fruitful cooperation between Hunan and TusHoldings in recent years, covering science and technology, industry, technology finance and offshore incubation, which has “strongly supported Hunan’s high-quality development.” Looking to the future, he set out three expectations for the partnership:
To build a global network that brings together science, industry and talent.
To widen channels for the cross-border commercialisation of research outcomes, and to jointly explore new models and pathways for international technology transfer.
To establish a bridge for overseas talent to come to Hunan, encouraging more high-level international experts to develop their careers in the province.
In conclusion, Governor Mao extended an invitation to Jane Hutchins, as well as to entrepreneurs and other friends present, to visit Hunan and witness its development first-hand.
Other members of the Hunan delegation included Qu Hai, Secretary-General of the Hunan Provincial Government; Wang Weian, Director General of the Department of Industry and Information Technology; Shen Yumou, Director General of the Department of Commerce; Zhou Yunping, Director General of the Research Office of the Provincial Government; and Wang Kai, Deputy Director General of the General Office of the Provincial Government.
The event was also attended by Zhao Xian, Senior Officer for Regional Cooperation at the British Consulate-General in Guangzhou; Gabriela Paul, Vice President of HSBC Innovation Banking; Zhou Jie, Head of International Cooperation and Innovation at the University of Cambridge Institute for Sustainability Leadership (CISL); Paul Cain, Vice President of FlexEnable; Rupert Holmes, Founder and Chief Executive of Newal R&D Ltd; Sean McNulty, Chief Scientific Officer of PharmEnable; Wang Congcong, Director of Operations of TusPark UK and Dean of the Tus European Research Institute; and Li Zeng, Executive General Manager of TusStar (Changsha).
