November 7 – A delegation led by Mr.Satybaldy Darkhan, Mayor of Almaty, Kazakhstan, visited the headquarters of TusHoldings located in Tsinghua Science Park. Mr. Wang Jiwu, Chairman of TusHoldings, warmly received the guests. Following a field visit to Tsinghua Science Park by the Almaty delegation and in-depth discussions with the TusHoldings team, the two parties formally signed a Memorandum of Understanding (MoU). This marks the entry of China-Kazakhstan cooperation in scientific and technological innovation and park construction into a substantive implementation phase.

That afternoon, the Almaty delegation visited key enterprises within Tsinghua Science Park – Zhipu AI, as well as the TusStar incubator and the TusHoldings Digital Exhibition Hall, gaining firsthand insight into the achievements of China's sci-tech innovation ecosystem and incubation system. During the subsequent discussions, Mayor Satybaldy Darkhan expressed sincere gratitude for the warm reception from TusHoldings. He acknowledged that through this visit and detailed inspection, he gained a deep appreciation for TusHoldings' extensive experience and strong capabilities in technology incubation, park development, and international cooperation.
Mayor Satybaldy Darkhan emphasized that Almaty places high importance on sci-tech innovation development and has already gathered a large number of startups in cutting-edge fields such as artificial intelligence and IT. The city government will provide comprehensive support, including funding and policies, hoping to leverage TusHoldings' experience and platform to foster the growth of local enterprises and promote the upgrade of the technology industry. He explicitly stated the expectation for TusHoldings to provide a clear development path for Almaty, assist in constructing technology parks and AI parks, and deepen cooperation in education, technology, industry, and other fields. To this end, the Kazakh side will establish a joint committee, co-chaired by a Vice Mayor and Chinese representatives, to advance project implementation, with plans to complete the development roadmap within one month.
Chairman Wang Jiwu extended a warm welcome to the Almaty delegation. He introduced TusHoldings' extensive practices in international cooperation, highlighting significant results achieved through establishing joint ventures and introducing national sovereign wealth funds in countries like the UK and Russia, which lay a solid foundation for the bilateral cooperation. Wang Jiwu stated that TusHoldings will seize the cooperation opportunity, rely on the joint committee mechanism, and fully support the construction of sci-tech parks in Almaty, focusing particularly on frontier areas like AI and digital technology to assist local startup development.
During the meeting, Mr. Sai Fulin, Executive President of TusHoldings, detailed key China-Kazakhstan cooperation projects being advanced by the group in Xinjiang. Mr. Chang Yuheng, Vice President of Tus-Science City Group, outlined the four core work directions to be pursued next under the proposed "Science and Technology Collaboration Committee" by both sides.
