On April 14, during the visit of Vietnamese General Secretary and State President Su Lin to China and his participation in the China-Vietnam Higher Education Cooperation and Science & Technology Innovation Forum at Tsinghua University, delegations from Vietnam National University and a Vietnamese high-level technology delegation visited TusHoldings. Chairman Wang Jiwu (Chairman of the China-ASEAN Science & Technology Industry Cooperation Committee and Director of the China Network Digital Economy Special Committee) and his team received the delegation, conducting discussions on digital transformation, talent development, innovation ecosystems, and "Two Countries, Two Parks" cooperation. This visit marks a new stage in China-Vietnam technology and industrial cooperation.
On the morning of April 14, Professor Pham Bao Song, Vice President of Vietnam National University, led the delegation. He introduced the university’s development plans, noting that as Vietnam’s top comprehensive university, it includes nine constituent universities and five research institutes covering almost all disciplines. He emphasized Vietnam’s plan to build a 1,000-hectare new technology city 30 km from central Hanoi, relocating the main campus there. He stated, “We hope to cooperate with TusHoldings to create an innovation ecosystem similar to Tsinghua Science Park, which aligns with university development needs and Vietnam’s strategic goals for double-digit economic growth and transition to a knowledge economy.”
Chairman Wang introduced TusHoldings’ innovation service model and "Two Countries, Two Parks" framework. Leveraging Tsinghua University’s resources, TusHoldings has established over 300 global innovation bases and replicated technology transfer successes internationally. The "Two Countries, Two Parks" model, pioneered in China-Indonesia cooperation, has received high-level recognition. Chairman Wang proposed three dimensions for cooperation with Vietnam National University: (1) establish a complete technology transfer and entrepreneurship education system; (2) build an innovation corridor and network connecting China and Vietnam; (3) promote border-area cooperation under the "Two Countries, Two Parks" framework.
On the afternoon of April 14, led by Nguyen Huy Vuong, a member of the Vietnam Central Committee and Technology Advisory Committee, the Vietnamese high-level technology delegation visited. Members included Deputy Minister of Science and Technology Bui Hoang Phuong, Vice Chairman of Hanoi People’s Committee Zhang Yue Yong, Deputy Director of the National Digital Transformation Bureau Du Cong Ying, General Manager of Hanoi Innovation Co. Nguyen Viet Vu, and 13 other senior officials and experts responsible for Vietnam’s national digital transformation initiatives.

During the roundtable, the Vietnamese delegation inquired about venture capital mechanisms, patent valuation, incubation models, university technology parks, and digital transformation. CEO Wang Shugui, VP Yang Ming, and TusStar VP Wang Fei provided detailed responses. Chairman Wang summarized three cooperation suggestions based on TusHoldings’ 30+ years of Tsinghua Science Park experience: (1) establish university technology parks at top universities to incubate startups and promote digital disciplines; (2) drive regional development via technology parks and innovation networks, leveraging TusHoldings’ 300+ global innovation bases; (3) establish the "Two Countries, Two Parks" cooperation model to create a China-Vietnam innovation corridor, potentially linking from Nanning to Hanoi to Ho Chi Minh City and connecting with Thailand’s EEC economic corridor.

The Vietnamese side responded positively, with multiple agreements reached. Deputy Minister Bui Hoang Phuong will coordinate the Hanoi University of Science & Technology to explore technology park and digital transformation cooperation. Vice President Pham Bao Song invited TusHoldings to participate in the Global MOOC Alliance Conference in Hanoi in November and proposed potential collaboration paths. Chairman Wang designated VP Wang Fei as TusStar’s point of contact, with the Guangxi TusStar team fully supporting. Both sides agreed to dispatch teams for on-site visits to accelerate project implementation.
