On September 18, a delegation from Vietnam National University, Hanoi (VNU) visited TusPark and held discussions with TusHoldings on science park operation and management, the "Twin Parks in Two Countries" cooperation mechanism, and innovation ecosystem building. The delegation was led by VNU Standing Vice President Nguyen Hieu, joined by heads of functional departments and faculty members from the School of Interdisciplinary Studies and Arts.

They were received by Cai Xiaowei, President of TusHoldings, and Vice Presidents Yang Ming and Shen Quanhong. At the meeting, Cai Xiaowei introduced TusHoldings' history and business system. He noted that TusHoldings has long been dedicated to technology commercialization, science park development and operation, and the incubation of innovative startups, and over more than three decades has built an end-to-end innovation service system spanning sci-tech incubation, park operations, and technology industry investment. He hoped the two sides would deepen exchanges on science park planning and operation and innovation ecosystem development, building on their existing cooperation. Shen Quanhong gave a detailed introduction to TusHoldings' technology incubation system. Drawing on TusPark's more than 30 years of development, he explained how building a physical science park goes hand in hand with cultivating an intangible entrepreneurship ecosystem, and how innovation elements—government, industry, academia, research institutions, finance, intermediaries, trade, and media—come together in a coordinated whole. He also described how TusHoldings uses patient capital to support the commercialization of university research, and traced the company's journey from building TusPark to replicating its innovation model across China and abroad, creating a global innovation network. Nguyen Hieu introduced the delegation and the purpose of the visit. He said VNU is developing its Hoa Lac campus and innovation platforms, and hopes to learn systematically from experience in planning, building, operating, and managing science parks and innovation centers, so as to clarify the university's positioning at this stage and accelerate the development of innovation platforms capable of supporting industry and commercializing research. He looked forward to TusHoldings' support in park planning and operation, business attraction and cultivation, and technology transfer. In the ensuing discussion, the two sides went deep into the critical junctures of technology commercialization, investment and financing priorities at different stages of development, lessons from the Cambridge project, and risk management for state-owned enterprise investment. Both sides agreed that the TusStar–VISI–Sunwah Inno Hanoi Innovation Center, established in 2025, and the joint AI innovation laboratory co-founded by Zhipu AI and VNU provide a solid foundation for further cooperation. Going forward, the two sides will leverage these platforms to deepen cooperation in innovation incubation, technology transfer, entrepreneurship education, and business resource matching, taking China-Vietnam sci-tech innovation exchanges further and building a long-term, stable cooperation mechanism. Before the meeting, the VNU delegation toured the TusHoldings exhibition hall and the TusStar incubator to learn about the company's sci-tech innovation ecosystem, park operations, and business incubation results.
