According to the country’s 12th Five-year Development Plan, it is clearly stated that science and technology progress and innovation should serve as a backbone of transferring the economic development mode and promoting economic restructuring. In answer to the need of building an innovative country and innovative cities, the central government, as well as local governments, will actively promote an environment that will encourage innovative entrepreneurship. To better understand the environment for innovative entrepreneurship across the country, Tsinghua University Tuspark Research Institute for Innovation has initiated the study of “Ranking of Chinese Cities’ Environment for Innovation Entrepreneurship,” which targets at prefectural-level cities with a GDP over 100 billion RMB and a GDP per capita ranking within TOP 100 in the country. Through analyzing parameters in aspects including “policy, industry, education, research, finance, agency, trade and media,”the study has not only tracked the general level of Chinese cities’ environment for innovative entrepreneurship, but also analyzed the features of each city in this respect, offering local government guidance and help in improving the city’s environment for innovative entrepreneurship.
